Baby Clinic (Well Baby Clinic):
Our local Child Health Center offers free immunizations and well child check-ups, developmental assessments, nutritional and educational materials to residents with children on Medicaid or who have no health insurance. Appointments can be made by calling 609-443-4000 ext 222.

Black Bear Information:
Black bears are now recognized as an important natural resource in New Jersey and as part of the state's heritage. They have been sighted throughout the state. People can see bears in forests when they are hiking and camping, and some people even see bears in their yards. The links below, from the NJ DEP Division of Fish & Wildlife, provide information on how residents can best co-exist with bears. The most important recommendation is don’t feed bears and keep garbage covered. It is illegal in New Jersey to feed black bears either intentionally or unintentionally. Anyone who feeds bears could face a penalty of up to $1,000 for each offense.

Community Profile:
West Windsor Township was incorporated in 1797 encompassing six hamlets: Port Mercer, Penn's Neck, Clarksville, Grover's Mill, Dutch Neck, and Edinburg. Prior to incorporation, West Windsor, founded by William Penn in 1682, encompassed all of Princeton Township and Borough, and East Windsor. By the 1800's, this prosperous farming community was prized for its central location between New York and Philadelphia. A seventh hamlet was added called Princeton Junction when the northeast corridor rail station was added in the 1860s.
Today, West Windsor is a major center for research, retail, and corporate offices with a population of approximately 27,000 residents within its 27 square miles.

Dog and Cat Licenses:
All dogs and cats over the age of seven months must be registered. New registrations are taken throughout the year. Renewals: dogs during January, and cats during April.
Rabies Clinic:
A current rabies vaccination is needed to register each animal. Free Rabies Clinics are held in January and April. Contact the Health Department at 936-8400 for specific details.
"Leash Law" Dogs must be leashed when off the owner's premises.
"Pooper Scooper Law" Owners must immediately remove any feces deposited by their dog on the curb line or on other public property. Feces should be placed in a closed bag and discarded with the owner's garbage. No person shall allow their dog to defecate upon any public or private property except with the permission of the property owner.
Firearm Discharge:
Please be advised that pursuant to West Windsor Township Code, any person(s) desiring to discharge firearms or to hunt in West Windsor Township must obtain a copy of Chapter 86: Firearms. An electronic copy may be accessed here for the convenience of hunters and others owning firearms.
Please make particular note of § 86-2. Prohibited acts. This paragraph defines No Firearm Zones within the Township.

Police Department:
Radon: Radon test kits and consultations are available from the Health Department at (609) 936-8400 for a fee of $30.00.
Recreation: (609) 799-6141 Also see "Parks & Recreation" Year around programs are offered for youth and adults. These include swimming, tennis, basketball, volleyball, golf lessons, summer camp, prime time programs, ski trips, sports camps, summer basketball leagues, wrestling, fencing and other recreational activities. Special events are held throughout the year, including a summer concert series and a golf classic. Announcements of programs and special events are published in local papers and Program Directories for "Spring - Summer" and "Fall - Winter."
The Senior Center is the community focal point for programs and services for West Windsor residents 55 years and older. Health, educational, recreational, social and inter-generational activities and programs are provided. Septic Systems:

Sewer Billing:
Sewer bills are due March 1 and September 1. Residents can drop off checks (NOT CASH) for sewer and tax payments after hours in the lockbox located in front of the municipal building.
Sidewalk Repair & Tree Trimming Law:
Homeowners are responsible for the maintenance and repair of sidewalks abutting their property. Low or hazardous tree branches are required to be trimmed. Homeowners could be liable for injuries sustained due to hazardous sidewalk conditions.
NJ Small Business Manual
NJ small businesses can now receive a small business manual to get information and guidance on establishing, maintaining and expanding a small business. The manual is available through the New Jersey Business Action Center, which is housed in the Department of State. Click here for more information.
Smoke Detectors/Carbon Monoxide Detectors/Fire Extinguishers:
A compliance certificate must be obtained by all owners prior to sale or rental indicating that the residence has a smoke detector alarm device on each level of the structure. Contact the Division of Emergency Services (799-2400) for details.
Snow Removal Law:
Township ordinances require that snow and ice be removed from sidewalks within 24 hours after the snow stops. However, homeowners near a school or a high pedestrian traffic area should be mindful of clearing ice and snow as soon as possible. Owners should also clear bus stop areas for the children to safely wait to board their buses.

Street Lighting:
To report a street light which is not functioning in your neighborhood first note the location of the street light, and nearest house number or cross street. Then check your electric bill for the utility company that provides the electric service for your area. Then, to report the outage, do one of the following:

Vacant House Program:
A vacant house Police check is available for residents when on vacation. For more information or to register for this program, contact the Police Department (799-1222).
Volunteer Applications:
Residents interested in volunteering their services to the community on a municipal board/commission can obtain "Volunteer Application" forms at the Municipal Building Reception Desk, by calling the Municipal Building (609) 799-2400 or download the form from the Township website (see Forms and Permits).
Voter Registration:
Residents can register to vote in person at the Municipal Building, obtain a mail-in form by calling the Township Clerk (609) 799-2400 or download the form from the Township website (see Forms and Permits).
Well Water:
Owners of private wells should test their well water once a year as a precautionary measure. For further information, contact the Health Department at (609) 936-8400.
Women, Infants, and Children Clinic (WIC):
N.J. WIC Services provide supplemental nutritious foods to pregnant, breastfeeding and postpartum women, infants, and children up to the age of five. For more information and eligibility requirement, please call (609) 989-3320 ext. 2.
Yard Waste Collection:
Public Works provides collection of yard waste during months March -December for residents who reside on Township roads. Residents may only place yard waste at the curb or along the street during the seven (7) days prior to a scheduled and announced collection. Failure to adhere to the guidelines for yard waste collection may result in a penalty being imposed on the homeowner. West Windsor Township Social Services:
Information & Referral: The West Windsor Senior Center provides information & assistance and referral to Township residents. Information & referral is given on services and programs to residents on the local, county, state and federal levels. This includes options for senior housing, homecare for older adults and entitlement programs.
Durable Medical Equipment Loans: Short term loan of wheelchairs, commodes, walkers, bath seats and canes are available. Maximum term of loan is six weeks.
Medication Drop-Off: The West Windsor Police Department is sponsoring, “Project Medicine Drop-off.” Used/outdated prescription medications can be deposited at the West Windsor Police Department seven days per week, 24 hours a day.

October is Pedestrian Safety Month
Be Safe, Be Seen on Halloween l Safe Kids Worldwide
Safe costumes:
- Decorate costumes and bags with reflective tape or stickers and, if possible, choose light colored clothing.
- Masks can obstruct a child’s vision, so choose non-toxic face paint and make-up whenever possible.
Have children carry glow sticks or flashlights so they can see better, as well as be seen by drivers.- Check to make sure costumes aren’t too long to prevent tripping.
Safe walking:
- Stay alert. Watch out for cars that are turning or backing up and don’t dart out into the street or cross in between parked cars.
- Walk on sidewalks or paths. If there are no sidewalks, walk facing traffic as far to the left as possible.
- Put electronic devices down and keep heads up and walk, don’t run, across the street.
- It’s best to cross the street safely at corners. Before crossing, look left, right and left again and make eye contact with drivers.
Safe Driving:
- Slow down in residential neighborhoods. Remember that popular trick-or-treating hours are 5:30 to 9:30 p.m.
- Be especially alert and take extra time to look for kids at intersections, on medians and on curbs. Children are excited on Halloween and may move in unpredictable ways.
- Reduce any distractions inside your car, such as talking on the phone or eating, so you can concentrate on the road and your surroundings.
- Be cautious when backing out of driveways and parking spots; expect to see children late at night in areas where you usually wouldn’t.
Everyone is a pedestrian, whether in a parking lot, crosswalk, or on a road.
Drivers and pedestrians have a shared responsibility to follow the rules of the road and act safely and responsibly.
Nighttime Pedestrian Safety
The fall season is here and it is getting darker earlier. Pedestrian safety is always a top priority. As a driver, make sure you stop for pedestrians in the crosswalk. As a pedestrian, be sure to give drivers a chance to see you and stop safely. When walking at night, increase your visibility by wearing lighter colored and reflective clothing. Use sidewalks (where available), rather than walking in the streets. If you’re walking on a street without a sidewalk, remember to face traffic and stay as close as practical to the curb. Stay safe out there.

Safety is a Two-Way Street
During the fall months there are shorter daylight hours and new traffic patterns with students back for the new school year. It can take some adjustment for people walking, cycling, and driving on our roadways to focus on sharing the road with one another. During the past several years the number of pedestrian injuries and fatalities in New Jersey have increased. You can help to be safe this fall by following these tips while traveling:
As a motorist, be mindful of pedestrians at crosswalks and intersections as well as in downtown areas where pedestrians tend to jaywalk - randomly crossing in the middle of a block or in crowded areas and event venues. When driving always keep your eyes open for different types of pedestrians including:
- Children – especially near schools, playgrounds and neighborhoods
- Dog Walkers
- Skateboarders
- Runner and Walkers
- Bicyclists
- Seniors and others with assistive devices such as canes, walkers or wheelchairs
- Workers
- School Crossing Guards
6 Simple Ways to Drive Safer this Fall
- Stay Alert
- Use caution when driving. Pay extra attention to crosswalks-watch out for people walking, riding bikes, scooters, and skateboards.
- Don’t Speed
- Speeding is involved in one-third of all motor vehicle fatalities. Slow down and you could save a life.
- Watch out for motorcycles
- Keep a safe distance when driving behind motorcycles, and always check for blind spots especially at intersections.
- Give yourself extra time
- Be prepared for morning and afternoon school traffic. Give yourself extra time to avoid tailgating and rushing to your destination.
- Buckle up
- Buckling up is the single most effective thing you can do to protect yourself in a crash. Always double check that all your passengers are secure.
- Watch for animals on the road
- Be aware that animal activity increases in the fall. You are likely to see more animals crossing the roadways, especially at dawn and dusk.


The West Windsor Senior Center is the focal point in the community for information, activities, programs and services for the older adult residing in West Windsor Township and those who participate in their care. The Center provides activities in the areas in physical fitness, health & wellness, education, recreation, humanities, interest groups and local trips.
The West Windsor Senior Center also provides information & assistance and referral to Township residents. Information & referral is given on services and programs to residents on the local, county, state and federal levels. This includes options for senior housing, homecare for older adults and entitlement programs.
The activities and services of the Senior Center are available to West Windsor residents 55 years of age or older. The facility is open for ALL fitness, educational and social activities at full capacity.

Residential Garbage Collection
Residential Garbage/Trash Collection Update - West Windsor Township
Garbage collection in West Windsor Township will occur once per week for all residential properties year-round. Please plan accordingly for once per week garbage/trash pickup. The Public Works Facility does not accept household trash.
What’s Changing?
West Windsor Township is moving to a once per week garbage/trash collection service year-round, including the summer season.
Why the Change?
The previous solid waste (garbage) contract ended on January 30, 2025. Waste Management of New Jersey, Inc. was awarded a 5-year contract for once per week garbage pick-up effective February 1, 2025.
Garbage Collection Schedule - Plan for Weekly Pickup
Garbage collection occurs once per week. Trash should be placed at the curb no later than 6:00am on your scheduled collection date. The Public Works Facility does not accept household trash.
Please note Waste Management does not operate on the following holidays:
- Memorial Day
- Fourth of July
- Labor Day
- Thanksgiving Day
- Christmas Day
- New Year’s Day

Please allow 1–2 additional days for pickup during holiday weeks or service disruptions.
Missed Pickup?
- Garbage: If your garbage has not been collected 24 hours after your scheduled day, you can report the missed pickup online. Report Missed Garbage Pickup (westwindsornj.org) WW Public Works Facility does not accept household trash.
- Recycling: If your recycling was missed on your entire street or a portion of it, you can report the missed pickup online through the Request for Service - Mercer County, NJ Improvement Authority
Garbage Cans
Garbage cans are not supplied. If you need to purchase a garbage can, Waste Management recommends a Toter 64-gallon garbage can, which can be found at most home improvement stores. This model is compatible with the automatic lift trucks used during collection. Please note that logos are not permitted on garbage cans.
Regular garbage must NOT be placed in a recycling can. Garbage may be placed in closed bags street side.
What Will Waste Management Collect?
The Township of West Windsor contracts with Waste Management for normal household trash collection. The Townships Public Works Facility does not accept household trash. Below is a list of accepted items and specific preparation requirements:
Bagged Household garbage: Up to 10 bags of garbage out per pickup. Bags should not exceed 35 lbs. each and must not have any sharp or protruding items.
Latex Paint Cans: Paint cans must be completely dry. Use cat litter to solidify any remaining paint. Once dried, place the can next to your trash can with the lid loosely on for inspection. Do not place paint cans in trash bags.
Regular Household Batteries
Carpet: Cut into sections no larger than 4 ft by 4 ft. Roll and tie each section.
Limit: 10 rolls per pickup. For larger quantities, consider renting a dumpster.
Wood: Pieces must not exceed 4 ft in length or width. Bundle and tie securely. Limit: 4–6 bundles per pickup. Do not place wood in trash or recycling containers. Large amounts may require a dumpster.
Mattresses: Mattresses larger than a twin must be folded in half and tied. For sanitary purposes all mattresses must be completely wrapped in plastic for collection. Box Springs can go out as is.
Toilets: Tank must be separated from the rest of the toilet, placed in a garbage bag(s), and set at the curb for trash collection.
Bulk Furniture & items: Includes couches, tables, plastic furniture, shelving units, and small appliances. Limit: 1–2 bulk items per pickup
- Pick up schedule: Items will be collected on your regularly scheduled garbage day.
- Reminder: Ensure that items are placed curbside on the correct day to avoid any delays in pickup. No need to call ahead.
Grass: in closed plastic bags or containers alongside your regular household trash. Do not mix in yard debris such as twigs, soil, or leaves. If grass is mixed with other yard waste, it will not be collected. Yard Debris is collected separately: Yard Waste
Waste Management does not accept the following: railroad ties, pianos, concrete/bricks/stone, construction or demo debris, household appliances, patio furniture and hazardous materials.
Please note construction/demo debris is NOT part of curbside collection by Waste Management
Additional information:
Damaged Cans: Cans that are damaged by the hauler must be reported to Public Works within 24hrs of the incident. Please leave your damaged can at the curb so a Supervisor can inspect and justify if a replacement is necessary.
Moving? If you are moving and find yourself with a large amount of waste, consider purchasing a bagster. Bagsters can be purchased at several locations or online. Waste Management can only take small amounts of trash and/or furniture from a residence, so remember to plan ahead when moving.
Construction debris will not be collected by Waste Management if a Contractor is onsite
Township Weekly WHITE GOOD / Appliances Pick Up (this is not for Bulk Furniture)
Overview: The Department of Public Works offers a weekly collection service for household appliances and metal/iron items, allowing residents to dispose of unwanted items easily.

Special Instructions:
All Fuel and Oil must be removed from White Goods appliances
Refrigerators/Freezers: Doors must be removed before placing at the curb to ensure safety.
Pickup Schedule:
Collection Day: Every Friday
If collection falls on a Holiday, pickups will be done the previous business day.
Items must be placed at the curb by 7:00 AM on the scheduled pickup day.
Advance Notice:
Contact Public Works 24 hours in advance to arrange curbside pickup.
For requests made after 3:00 PM on Thursday, pickups will be scheduled for the following week.
