Health Officer West Windsor Township is seeking a Health Officer in the West Windsor Township Health Department. The Health Officer manages the overall day-to-day operations, personnel, and fiscal responsibilities of the Health Department. Ensures compliance with relevant New Jersey Public Health Practice Standards, community standards of care, and Federal and State laws and regulations. Attends Board of Health meetings as lead representative for the department. Prepares and monitors department budget as well as prepares and manages grant proposals and awards. Provides education and training to staff, interns, and other professionals in the community regarding environmental health practices. Develops and revises ordinance, policies, and procedures to meet public health objective. Responds as the public health representative to the local Emergency Operations Centers as needed. Serves as primary contact for the Health Department to ensure response to routine and after-hours public health emergencies. Performs other duties as required. Qualifications: Master’s degree from an accredited college/university in Public Health or other health related field. Minimum five years administrative experience in Public Health, supervisory experience preferred. Registered Environmental Health Specialist license, Certified Health Education Specialist license, New Jersey Lead Inspector/Risk Assessor license, Community Noise Enforcement Certification, and Certified Pool Operator preferred. Three years’ experience leading community initiatives and/or facilitating teams focused on public health issues. Two years’ experience in performance management, quality improvement, communicable disease investigation and mitigation, and foodborne/waterborne outbreaks preferred. National Incident Management System (NIMS)/Incident Command System (ICS) certifications within three months of employment. Computer proficiency in MS Outlook, Word, Excel, and PowerPoint. Valid New Jersey driver’s license. Manager of Land Use West Windsor Township is seeking a full time Manager of Land Use. Under direction of the Director of Community Development, the Manager of Land Use oversees municipal land development, ensuring compliance and alignment with the Municipal Land Use Law, Federal, State, or Township Codes and Ordinances, Affordable Housing regulations, and the Township’s Master Plan. Responsible for providing technical and staff support to the Township Planning Board, Zoning Board of Adjustment, Technical Review Committee (TRC), and other boards, committees, and commissions as appropriate. Responsible for zoning permits, fence permits, home occupation permits, assisting in drafting zoning or planning ordinances, and the investigation and management of zoning complaints, enforcement, and violations. Represents the Township at public meeting, professional conferences, and other intergovernmental forums. Liaison to the Planning Board, Zoning Board of Adjustment, and the Agricultural Advisory Committee. Organize and chair the Technical Review Committee (TRC). Knowledgeable on Green Acres, Farm Land Preservation (State & County) grant application filing requirements and process. Knowledge of New Jersey Municipal Land Use Law (NJSA 40:55D), New Jersey Local Public Contracts Law (NJSA 40A:11), New Jersey Department of Environmental Protections Stormwater Management Rules, including the Best Management Practices Manual, and New Jersey Residential Site Improvement Standards (NJAC 5:21). Serves as Division Manager for the Division of Land Use. Ability to work nights for board meetings. Qualifications: Bachelor’s degree from an accredited college or university in Urban Planning, Environmental Science, Real Estate development, or related fields. Master’s degree in Urban & Regional Planning, Public Administration, or related fields from an accredited college or university. Prior work experience in State, County, or Municipal government in the Land Use/Zoning field can be used in lieu of a Master’s degree. Licensed Professional Planner in the State of New Jersey (P.P.) or a currently valid certification as a Planner-in-Training issued by the New Jersey State Board of Professional Planners. American Institute of Certified Planners (AICP) Certificate. Five years plus in land use, planning, or other relevant land use law environment as well as prior management experience is desired. Possession of a valid New Jersey driver’s license in good standing. Zoning Officer certificate. | Maintenance Manager West Windsor Township is seeking a full time Maintenance Manager. Under the direction of the Facilities Maintenance Manager, the Maintenance Manager assist with the management of building and grounds operation including security/access, electrical, HVAC, plumbing, general facility maintenance, and corrective, emergency, and preventative maintenance. This position also includes assisting the Facilities Maintenance Manager with development of associated budgets as well as asset and supply inventories. Assists with snow and ice removal for the entire Municipal Complex. Assist with the administration of facility service contracts (fire suppression, fire alarms, elevator inspection, security systems, etc.). Works with maintenance and custodial personnel; oversee tradespeople, contractors and their employees hired for specific contract work. Ability to be on-call and respond to emergency situations and projects promptly when necessary. Knowledge of electronic and/or mechanical operating systems such as HVAC, access control and video surveillance systems, elevators, plumbing, electrical and fire systems as well as knowledge of building and grounds operations, preventative maintenance, work safety, fire and building code regulations, and general plumbing, carpentry, electrical and common repairs. Qualifications: High school diploma or equivalent with two years of related work experience in maintenance services. Possession of a valid New Jersey driver’s license in good standing. Experience in building management and operations including building maintenance/repair programs, cost estimating and project management of renovations and improvements to facilities. Laborer (Roads) – Public Works West Windsor Township is seeking a Laborer for the Division of Roads in the West Windsor Township Department of Public Works. Under the direction of the Crew Chief, this position performs various types of manual and unskilled labor related to the upkeep and maintenance of Township property. Loads and unloads trucks with or without assistance. Cuts grass with small riding mowers and walk-behind mowers. Uses weed whackers, edgers, blowers, and hedge trimmers. Prunes, cuts, trash pick-up, and raking. Performs manual tasks of maintenance of road sides, parks, ball fields, and grounds owned by the Township. Maintains Township vehicles and equipment. Performs other duties as required. Qualifications: High school diploma or equivalent. Possession of a valid New Jersey driver’s license in good standing. Bus Driver – Senior Center West Windsor Township is seeking a Bus Driver for the Township Senior Center. Under direction of the Manager of Senior and Social Services, the Bus Driver operates and maintains the Township Senior Bus. Transports participants to and from Senior Center, scheduled trips, medical appointments, and local shopping, making special trips as required. Prepares reports and keeps records. Maintains a log of mileage and performs routine visual bus inspections. Ensures the bus is properly maintained, serviced, and in good working order at all times. Picks up supplies for senior programs as needed. Provides staff assistance in emergency situations. Coordinates scheduling for the Senior Transportation Program. Assists the Division of Senior and Social Services with routine tasks as required. Qualifications: High school diploma or equivalent. Engineering Technician West Windsor Township is seeking an Engineering Technician. Under the supervision of the Director of Community Development, assists in the performance of public infrastructure projects, including project definition, design, and coordination with consultants and contractors. Maintains Township GIS and CAD systems. Responsible for grant applications and permit compliance. Assist with design, bidding and award, and construction phases of municipal capital projects. Review and comment upon engineering aspects of residential and commercial land development applications for compliance with municipal codes. Review aspects of comments and testimony at Technical Review Committee and Planning Board meetings as required. Monitor construction phase of land development projects including inspections, punch lists, guarantee action recommendations. Qualifications: Two-year degree in Civil Engineering or Civil Engineering Technology program. Electrical Inspector West Windsor Township is seeking a full-time Electrical Inspector in the Code Enforcement Division. Under the direction of the Electrical Subcode Official and the Construction Official, the Electrical Inspector reviews permit applications and/or inspects all structures for compliance with the Electrical Subcode in relationship to Construction Permits issued. Reviews plans and specifications for electrical work consistent with the Uniform Construction Code and conformity with the same. Inspects relevant work for conformance with the Uniform Construction Code. Prepares reports relating to assigned duties. Provides recommendations for temporary and final Certificates of Occupancy. Establishes and maintains records and files, including photographs as necessary. May give assignments and instructions to employees and may supervise the performance of their work. Required to learn and utilize various types of electronic and/or manual recording and computerized information systems used by the agency/office. Working knowledge of SDL software a plus. Qualifications: Valid license as an Electrical Inspector of the appropriate level, High-rise and Hazardous (HHS) or Residential/Industrial and Commercial (RCS/ICS), issued by the New Jersey Department of Community Affairs.
