The Clarksville Road Bridge has been closed for nearly a year, and our community has felt the impact every single day.The West Windsor Township Council recently passed a unanimous Resolution (2026-R199) calling on Amtrak to speed up safety reviews and grant the track outages needed for NJDOT to fix and reopen the bridge before the end of the year. NJDOT is working as fast as Amtrak will allow them to work on the bridge.

We need to keep the pressure on. Amtrak needs to match our community's sense of urgency, and we need our elected officials to advocate for us.

Council Meeting 09-28-2026 / NJDOT

• RESOLUTION CALLING UPON AMTRAK TO EXPEDITE PERMIT REVIEWS, SITE-SPECIFIC SAFETY WORK PLAN APPROVALS, AND TRACK OUTAGE ACCESS TO SUPPORT NJDOT’S REPAIR AND TEMPORARY REOPENING OF THE CLARKSVILLE ROAD BRIDGE

Clarksville Road (CR 638) over Amtrak 

• The project designer revised the Traffic Analysis Memorandum in response to comments from NJDOT’s Division of Traffic Engineering. A response to the remaining questions is being prepared, with additional coordination with NJDEP potentially required.
• The Designer incorporated revisions requested through Amtrak’s Planning & Engineering Support review. Amtrak Engineering & Planning Support has completed its review of the revised plans and issued a Letter of No Exception, an important milestone in the design review process. Additional approvals from Amtrak Subject Matter Experts are still required; this does not constitute final Amtrak approval.
• Coordination continues with Zayo, 2ComGroup, and Amtrak's Electrical Traction team for relocations of conflicting utilities.
• The project team responded to the Amtrak Safety Manager’s questions regarding project materials, and Amtrak confirmed receipt. The Contractor is to provide the lead abatement plan. Once received, Amtrak will forward the plan to its Division & Safety Unit for review.
• Amtrak is reviewing requirements associated with relocation of the existing grounding wire.
• Amtrak is also working on the Agreement with NJDOT’s Deputy Attorney General

• The designer and the County have been in communication regarding the traffic signals. Revisions were requested by the designer and are under review. Once finalized and approved, NJDOT’s Government and Community Relations team will reach out to the Township and County for recommendations and approvals.

• The utility company continues to work with Amtrak to arrange an on-site meeting to resolve the fiber optic line concerns.

• With the support of Amtrak, the contractor has taken measurements needed to continue fabrication work.

• A crew has continued field fabrication of the steel on site as progress continues.

• The Site-Specific Safety Work Plan (SSSWP) has been completed and submitted to Amtrak for review. Amtrak is actively reviewing the plan and providing comments as part of the project coordination process.

• NJDOT and Amtrak continue to coordinate closely on the project. This week, Amtrak supported contractor access to obtain additional field measurements and is scheduled to support the contractor during deck and deck joint repairs the week of July 13, 2026.

• The contractor continues with on-site steel fabrication, with approximately 35% of the stringer fabrication completed. The hi-rail equipment has successfully passed Amtrak's inspection and is on site, ready for use once work is authorized.
